I'm sorry, I was writing my description from a Debian system since it is *mostly* the same. "System Settings" is the name of the application used by upstream and Debian. In openSuse, the name appears to be "Configure Desktop" or "Personal Settings". I'm using the "Application Launcher" widget. (The widget looks like a green geeko in a circular frame.) "Configure Desktop" appears on my "Favorites" tab, my "Recently Used" tab, and at the very bottom of the "Applications" tab. If you have further difficulty locating the configuration, make sure you have the systemsettings binary. On my system it is from the package kdebase4-workspace-4.2.1-214.5.
