Yes, and KDE4 (and KDE4 applications) still should *only* use ~/.kde4/ and not "splatter" configuration/data elsewhere (and definitely not "into a LOT of locations"). There are some exceptions like Akonadi, which actually is not a KDE4 application, but Qt-only. Plasma5/KF5 (and applications based on it) follow the XDG specification though, i.e. ~/.config, ~/.local/share/, and ~/.cache/ as mentioned. An additional note: if you use the additional Repos, you should do a full switch to them ("zypper dup --from xxx", or "Switch system packages to the versions in this repository" in YaST) to prevent keeping old packages from 13.2:Update that might cause problems (at least that could happen in the past, not sure about the current state).
