Both are configurable through the "System Settings" application, "General" tab. Mouse configuration is under "Computer Administration" section, "Keyboard & Mouse" icon, "Mouse" task. Sounds for events are a special class of "notification". Notification configuration is under "Look & Feel" section, "Notifications" icon, "System Notifications" task. Choosing what makes a sound and which sound to play is the "Applications" tab. Choosing what software plays the sound is the "Player Settings" section. When "Use the KDE sound system" is selected, "Phonon" is being used and it has various configurations discussed in the next paragraph. The event you mentioned are from the "The KDE Window Manager" "Event source". "Phonon" is KDE 4's new multimedia framework. It is also configured in the same area under "Computer Administration" section, "Multimedia" icon. Particularly relevant to your question is the output device for "notifications" which is selected on the "Device Preference" tab by choosing "Audio Output -> Notifications" from the tree view and rearranging the devices displayed in the "Output Device Preference for the 'Notifications' Category" pane using the "Prefer" and "Defer" buttons beneath said pane.
