At least the latter one is definitely still actively maintained upstream (not sure about the former). And both are maintained by openSUSE in KDE:Extra. You probably should file a bug report for getting them included I'd say, if you are not able to do the submit request yourself.

I never could reproduce a problem with this, although I also never used it myself. Anyway, milou wouldn't work in Plasma5, it has been replaced by milou5, which *is* in Leap. No, that doesn't rule out anybody ;-) The only thing you need to run the osc commands is an openSUSE account. You probably have one if you ever edited the wiki, opened a bugreport, posted to the forum, ... - and if not, you can easily create one (for example using the "Sign up" link in the wiki).
