No, that doesn't rule out anybody ;-) The only thing you need to run the osc commands is an openSUSE account. You probably have one if you ever edited the wiki, opened a bugreport, posted to the forum, ... - and if not, you can easily create one (for example using the "Sign up" link in the wiki).
