No, that doesn't rule out anybody ;-) The only thing you need to run the osc commands is an openSUSE account. You probably have one if you ever edited the wiki, opened a bugreport, posted to the forum, ... - and if not, you can easily create one (for example using the "Sign up" link in the wiki). At least the latter one is definitely still actively maintained upstream (not sure about the former). And both are maintained by openSUSE in KDE:Extra. You probably should file a bug report for getting them included I'd say, if you are not able to do the submit request yourself.

I never could reproduce a problem with this, although I also never used it myself. Anyway, milou wouldn't work in Plasma5, it has been replaced by milou5, which *is* in Leap.
