There's a fairly common openSUSE footgun where people do requires on subpackages with something like "foo = %{version}" instead of "foo = %{version}-%{release}", which creates this problem because it doesn't tell the package manager to keep everything upgraded together. This is *especially* a problem if you are patching things and only bumping the release instead of the version, and the patch can introduce ABI or interface differences. People seem to be under the mistaken impression that there's some magical pixie dust that always resolves these issues, but there isn't. In this circumstance, though, there's a version upgrade, so that isn't the issue. And even so, the systemd package *mostly* avoids this footgun. However, udev does *not* have a "Requires: systemd%{?_isa} = %{version}-%{release}" stanza[1], even though it should because that's where libsystemd-shared (the internal library that is used by systemd services) lives. I don't know the details of the changes in libudev here. Perhaps libudev also provides some "private things" that are only used by what is in the same tarball together with libudev so no other piece of "external" software would be affected? We had to learn that the hard way a long time ago because libcups also provides "private functions" that are only used by what is in the CUPS tarball but we did not have an exact RPM %{version}-%{release} dependency beween libcups and the other RPMs built from the CUPS tarball and once there was some libcups fix that let cupsd segfault because only libcups got updated but not all the rest of what we built from the CUPS tarball. even udev is specified as subpackage of systemd it is not automatically selected when updating systemd.
as i know, that, when i update systemd, i also have to update udev, i always manually select also udev to be updated, but today i forgot this, and after reboot my system didn't work any more.
