The links under documentation are fine and provide a good overview. AFAIK it's used by Ubuntu, Mandriva, and Fedora,
and why not by openSUSE?

Because of KMP and security reasons. See https://features.opensuse.org/305148
DKMS can also be used to generate binary packages, thus making the need
of a C compiler optional when people want to avoid it.
We were using this dual mode on Mandriva : binary packages, built by
DKMS for some products (where we didn't want gcc installer) and source
based package for other products.
