Let me be more specific: Firefox has all the libraries builtin completely (currently vorbis and theora). Mozilla (as of now) doesn't support the idea to relay to GStreamer. They are planning to do that for Firefox Mobile but not desktop Firefox. That is not exactly a technical decision AFAIK. When Mozilla thinks WebM is ready to ship I think they will ship it in whatever release (even a "minor" update, given they are shipping out-of-process plugins in 3.6.4 which has more (technical) risk).
