"osc --help" is your friend or in your case "osc maintainer --help".
The proper way would be "osc maintainer server:mail mutt". How should it know what maintainer you want if you don't tell it in which project the package you are interested in is? ;)

Use the following: $ osc maintainer openSUSE:Factory mutt bugowner of server:mail/mutt : WernerFink maintainer of server:mail/mutt : darix It tells you that the development project of mutt from openSUSE's Factory is server:mail - and gives the names of the owners.
