That does not look like server side issues, but rather something on your machine.
From the list of repos listed in your mail, the one I *think* is causing your problems is libraries:languages:c_c++ - not because you have it, but very likely because you installed libxml2 based libraries from there.
That libxml2 update has been submitted to Factory but has crashed against a ton of QA safeguards to not get through. You having the devel project enabled means you don't get the guards in place.
You will have to manually revert back to libxml2 based libraries that work (and zypper won't be able to help you - as it can't do repo catalogs)
the easiest might be:
osc getbinaries openSUSE:Factory libxml2 standard x86_64 rpm -Uhv --oldpackage binaries/libxml2-2-2.10.4*.rpm binaries/libxml2-tools-2.10.4*.rpm
That should hopefully get your machine back on track (assuming of course that my guess about libxml2 is correct)
