I should add that I actually re-imaged one of my USB keys as I assumed it was corrupt due to the filesystem persistence taking so long before first boot, it was well over 2-3 minutes on that key, which should be a ship_stopper. I'll disagree with this as currently stated.
I don't much mind a toggle, but removing completely would be a problem.
It's important to remember that the live Rescue image is also a live image. And having persistent storage is important for the rescue image. It is what allows you to install you own tools to complement those already provided.
As an addendum: If you use the "live-fat-stick" script to prepare a USB, then you won't have persistent storage.
