Yes. It is either kernel devel package, or kernel source, not both. To be sure that is bug please post devel package version, and repo where you found it, if it is not Factory. I want to check requires, before bug report is filed.
No, it's not a bug. kernel-$flavor-devel is *not* supposed to be a pared down version of kernel-source. It's only meant to contain the per-flavor specific headers and scripts after running make prepare, the compressed ELF kernel (where applicable), and the symsets. The reason for this was to make kernel-source noarch. bnc 437068 is the enhancement request for a kernel-devel package.
