It's freezed some days after a release (also for alpha/beta releases) to give people the chance to mirror a defined state. Outside these freezes the changes appear as they are done.

I guess: When there are new versions available and the developers have some time ;-) - given there's no feature freeze (aka beta / RC phase).
I don't see any discussion in opensuse-factory about such things.
