It may just be me, but I can't work out from that description what you're actually trying to do with the web cams. How do you use ftp to access a web cam?
I didn't understand that bit either. Unless they have something like a webcam running on a windows machine which wants to automatically upload to some remote webserver... As an aside I'm interested in finding out about use of webcams. Especially the use of multi capture cards such as on page 485 of the CPC catalogue.
