You can create it yourself. No special permissions are needed to create projects.
AFAIK this is no longer true, you are only allowed to create subprojects of projects you already maintain (that is "project:subproject" of you maintain "project"). At least according to this email: http://lists.opensuse.org/opensuse-buildservice/2007-06/msg00121.html.
