You can create it yourself. No special permissions are needed to create projects. But it's always good to ask on the mailing list before if somebody has a better name.

Hi.
As going to the outer space has been my dream which will never com true since I was a child, I do fully support you to do this. However, I do think the astronomy packages are approperiate included in the Education project. You may want to create a repo then send a mail to education project maillist to request a link.
ps. I've created packages for the latest stable celestia. But it won't build on 10.3 and I don't have a clue. May someone please have a look at my home:/Thruth/celestia ? Thanks in advance.

Perhaps it's also time for you to have a look into the Education:desktop repository? ;-) The celestia 1.4.1 package there is a copy from your home-project (and some little adaptions from my site) and builds for all available distributions there...

AFAIK this is no longer true, you are only allowed to create subprojects of projects you already maintain (that is "project:subproject" of you maintain "project"). At least according to this email: http://lists.opensuse.org/opensuse-buildservice/2007-06/msg00121.html.
