by default vlc-lang is not installed.
vlc-lang is a 'recommended' package by vlc-noX; unless you install vlc with recommended disabled, it should be installed (vlc requires vlc-noX, which in turn recommends vlc-lang)
i was ignoring vlc-lang. that's why i spoke about vlc-nox-lang.
