Do we know rough estimation of how many people use custom boot loader? Is more or less than e.g. 1 in 100? Would any of secondary arches benefit from this or somehow be impacted? ARM/U-boot etc.? Unless and until there is an option to write the loader into the PBR of the logical drive instead of into the PBR of the extended logical partition, they are likely to need custom boot. Try to think out of the box, maybe a "list" is not as simple as a "tree" where you can choose from several options for a given disk/partition/...place. This could even be quite dynamic in a way how these items are offered to the user when getting deeper in the selection.
