Are you able to login to a console and check that xorg and xfce packages are installed? particularly xfce4-session, xfdesktop. While you're in a console if you can provide some boot logs it would be helpful -- You are receiving this mail because: You are on the CC list for the bug.

I increased it up to 192, no change all files of pattern xfce have already been installed I tried setting dtoverlay=disable-vc4 resulting in the fact that the xserver did not start at all anymore -- You are receiving this mail because: You are on the CC list for the bug.

Update with latest 15.3 patches: Now the screen remains black with a mouse cursor over it...
Update after Leap 15.2 EOL, and leatest 15.3 updates: still the same situation. So we have no supported Leap version anymore that works on a Raspi3. I just wonder if I'm the only one running into that problem? -- You are receiving this mail because: You are on the CC list for the bug.

Could you try to install it from the DVD or NET ISO, please?
Installation from NET ISO failed (see boo#1194660) , from DVD (openSUSE-Leap-15.3-2-DVD-aarch64-Build24.5) it finally worked and XFCE came up! Unfortunately the desktop was frozen after some seconds, but I could run an update via ssh connection (~800MB - seems a rebuild of installation media is overdue!), since then desktop is sluggy, but not frozen. So, it looks that 'just' the prebuild images are broken. -- You are receiving this mail because: You are on the CC list for the bug.

In my case there was no transfer to a routine to set up a non-root user or change root password which I thought rather strange. I did this via ssh. I also tried setting the config.txt to use 128 memory, no change. dmesg is very helpful in showing errors repeated many times.
