And yet, there is still the issue: non-working rfkill.
Actually, I did some more testing here and found that rfkill only fails to enable wifi on the first attempt after booting with wifi disabled (disabled before shutdown). I.e. - enable wifi/shutdown/boot + wifi enabled on boot + rfkill button successfully toggles wifi state - disable wifi/shutdown/boot + wifi disabled on boot + first rfkill does *not* enable wifi + second rfkill does successfully enable wifi + subsequent rfkills successfully toggle wifi state dmesg attachment to follow.
David, could you install openSUSE-42.1 kernel onto 42.2 system, boot it, and check whether rfkill really works as is? I guess rather it's in other piece.

David, could you install openSUSE-42.1 kernel onto 42.2 system, boot it, and check whether rfkill really works as is? I guess rather it's in other piece.
I installed 4.1.34-1.g67a2e9d-default from the 42.1 kernel repo. rfkill doesn't work correctly, so it does appear to be affected by user-space, as you've suggested. So, another try is to revert a change in dell_laptop driver. I changed dell_laptop kmp now, so try it later once when the build finishes. (Check the changelog.)
