Actually, I did some more testing here and found that rfkill only fails to
enable wifi on the first attempt after booting with wifi disabled (disabled
before shutdown).

I.e.
- enable wifi/shutdown/boot
  + wifi enabled on boot
  + rfkill button successfully toggles wifi state
- disable wifi/shutdown/boot
  + wifi disabled on boot
  + first rfkill does *not* enable wifi
  + second rfkill does successfully enable wifi
  + subsequent rfkills successfully toggle wifi state
