It may be caused by:
* Thu Nov 28 2019 fcrozat@suse.com - Don't start gnome-software at startup and disable its search extension on SLE until bsc#1157928 is fixed properly.
Those apps will be grouped into folders after you start gnome-software manually.
The prohibition of gnome-software autostart on SLE/Leap part was reverted and checked in SLE-15-SP2 (https://build.suse.de/request/show/218901). So I would estimate it will land on Leap as well. -- You are receiving this mail because: You are on the CC list for the bug.

Once I start gnome-software manually, it indeed generates the Utilities and YaST app folders correctly.
