The diagnosis is: the desktop file xxx.desktop could not be found. I'd like to note that this bug did/does *not* exist in Tumbleweed itself, only in the KDE:Frameworks5 repo (due to a broken fix for a different problem), but it should be fixed there now.

I'm not sure I fully understand your question. A fix for this problem is in the repo now, so in this regard you should indeed be safe to update. OTOH, there may be other problems that haven't been discovered yet, especially as KDE:Framework now has Plasma 5.19 *beta*. A fix for this problem is in the repo now, so in this regard you should indeed be safe to update.
