Today I installed the packages from comment 3 and tried again...
# rpm -qa | grep systemd
systemd-44-10.6.1.x86_64
systemd-presets-branding-openSUSE-0.1.0-11.5.1.noarch
systemd-sysvinit-44-10.6.1.x86_64
(I rebooted after that!)
Then: (same as before...)
# systemctl enable sysstat.service
Failed to issue method call: No such file or directory
# systemctl enable boot.sysstat.service
boot.sysstat.service is not a native service, redirecting to /sbin/chkconfig.
Executing /sbin/chkconfig boot.sysstat on
insserv: FATAL: service boot.clock has to be enabled to use service
boot.sysstat
insserv: exiting now!
/sbin/insserv failed, exit code 1
# systemctl enable boot.clock.service
boot.clock.service is not a native service, redirecting to /sbin/chkconfig.
Executing /sbin/chkconfig boot.clock on

boot.sysstat.service is not a native service, redirecting to /sbin/chkconfig.

--- remarks:
(i) the "boot." in systemctl is still needed.
(ii) the strange dependance on "boot.clock" is still there
Now again after a reboot, to see what's going on:
# ls -l /etc/cron.d/sysstat
ls: cannot access /etc/cron.d/sysstat: No such file or directory
# ps -efl | grep dbus
0 S root 1730 1691 0 80 0 - 2065 pipe_w 13:53 pts/0 00:00:00 grep
--color=auto dbus
--- remarks:
(iii) there is no cron-entry for sysstat. looks like the init-script is not
executed.
(iv) dbus isn't started anymore.
I created a dmesg output, see comment 5. As you have guessed, there is a cycle.
Removing the start-links of boot.clock and boot.sysstat in /etc/init.d/boot.d
restores dbus-functionality.

PS: The system in question is installed by autoyast. I don't know whether this
matters.
