Started from the live CD of the day before yesterday
openSUSE 11.3 Milestone 7+x seems to work including the compiz effects and
without the need to install any additional software or any change.
(openSUSE-GNOME-LiveCD-i686-Build0663-Media.iso 06-Jun-2010 14:18 680M
downloaded from http://download.opensuse.org/factory/iso/ ). The live
installation includes compiz-manager 0.6.0-8.1 from the 02nd of June 2010. No
compizconfig-settings-manager (CCSM) was needed.
The above described lazy effect is gone.

Maybe it would be fine if the original reporter (or all other?) would test
again?
[I will go on testing the performance and report in the other bug report thread
(if I have success in making a live USB or at least in a normal install on a
USB drive). It seems to me the turning cube does only turn if I choose an other
virtual desktop in the panel and not if I reach the left or right edge of my
desktop (in contrast to the default settings) but this bothers me not much and
is the same in my 11.2 in my remembrance.]
