As far as I know all Wayland compositors that we currently distribute are using
libinput alone to access input devices. Libinput does not support the wacom
serial tablets (or any other specific devices), it uses the evdev kernel
interface and so relies that kernel has drivers that talk to the devices.
The xf86-input-wacom can talk to the serial device directly, but it was not
able because X started by GDM runs under your regular user instead of root.

If there was a kernel driver for it, it would work easily in both X and
Wayland. I found that there is a wacom_serial4 driver in kernel. I am not sure
yet if this one should/could be used in this case, or if it is meant for
different devices.
