I ran with "rdshell" and "rdinitdebug" to gather some debugging information, and it appears that dracut is having trouble with mdadm. I see what looks like mdadm usage messages dumped into the rdsosreport.txt file. Then it fails to locate /dev/md0 and eventually times out. This is with kernel 4.5.0. Reverting to kernel 4.4.3 works around the problem but is (obviously) a less than good answer.
