Reporter does not answer any more.
I added some workarounds for thermal/fan management to 10.2, I doubt we can do
much more there atm. I close this one for now.
We should first concentrate for mainline and get things done for 10.3
IMO current fan and power resource kernel implementation is rather risky, not
to say buggy.
For that I see two causes:
- We need a fan watchdog as proposed by Henrique here:

Not sure what is necessary to cleanly do this (marriage hwmon with thermal
ACPI management?), but I expect it's a lot work to do.
- We must make sure legacy drivers and ACPI does not interfere.
For that I have a patch in queue which I haven't sent to ACPI list yet,
because it has minor cleanup issues and is not ready for mainline kernel.
This is to request IO resources for all SystemIO and SystemMemory
resources.
Will sent this one soon.
