gnome-volume-manager runs add-unknown-printer when a new printer is plugged in.
It tries to figure out if the printer you plugged in is already configured via
cups. If it isn't then it runs gnome-cups-add, which requires root.
add-unknown-printer doesn't think your printer is configured.
Can you please attach:
1. the output of hal-device with the printer plugged in.
2. the output of /usr/lib/cups/backend/usb and /usr/lib/cups/backend/hp (as
root)
3. /var/log/cups-autoconfig.log after you plug in the printer
