To make the story short: The reason was that the virus signatures in /var/lib/clamav (daily.cvd and main.cvd) were missing. Please add a check like the following to the initscript (in the start section): test -f /var/lib/clamav/daily.cvd -a -f /var/lib/clamav/main.cvd || { echo "Virus signatures missing.
