The reason for this message is people being confused if 'zypper dup <Package>'
says 'no update available' but they do know there is a higher version in some
repo. They usually don't recognize the policy the higher version package
violates (different arch, different vendor, low prio repo).
@Jano:
But I would not name them 'package updates', because they are no updates as
they violate some solver policy. Those are just 'higher versions' which cant be
autoselected for some reason. Telling it that way the user will not assume he's
missing something if they are not installed.
+ I'd simply write out a line telling that there are N packages with higher
versions available, which were not selected due to some policy violation. The
full list (including versions and violated policy) can be seen in the detailed
view.
++ If there is some spare time, offer a way to pick packages from this list and
add them to the transaction.
