There is no error message of interest in the error_log file.

This shows that after suspend and resume, the "usb" backend started
but never finishes - i.e. it is in an endless loop where it either
tries to connect to the printer (but may not find it on the USB)
or where it tries to send data to the printer.
I.e. after suspend and resume, it is no longer possible to
either connect to the USB printer or to send data to it
which looks like an USB isssue after suspend and resume.
What result the commands (run them as root)
lsusb
ls -l /dev/bus/usb/*/*
getfacl /dev/bus/usb/*/*
/usr/lib/cups/backend/usb
lshal
before and after the suspend and resume?
Does it help to disconnect the printer from the USB
and reconnect it after the suspend and resume?
Does then perhaps the printout start?
