I cirtenly would not mind in testing
in searching I found this from the debian wicki on desktop accessibility,
this piece from the gnome3, and mate parts.

Gnome 3
Orca can be enabled to start automatically in the Gnome 3 user session by hand
by running these lines as normal user:
eval $(dbus-launch); export DBUS_SESSION_BUS_ADDRESS DBUS_SESSION_BUS_PID
GSETTINGS_BACKEND=dconf gsettings set org.gnome.desktop.a11y.applications
screen-reader-enabled true
MATE
Orca can be enabled to start automatically in the MATE user session by hand by
running these lines as normal user:
eval $(dbus-launch); export DBUS_SESSION_BUS_ADDRESS DBUS_SESSION_BUS_PID
GSETTINGS_BACKEND=dconf gsettings set org.gnome.desktop.a11y.applications

I hope this is of some use,
in other distributions a shortcut key is set superkey plus alt plus s to launch
orca,
but first we need to get speech.
