Okay I got it to work.
In my BIOS settings, there was an option for HDMI version which was set to 1.4.
I set it to version 2 and the display settings now how 60Hz as an option which
appears to work.
The monitor is now reporting the current resolution setting is optimal (vs the
30 Hz current and 60 Hz optimal before).
I suppose Windows (and Fedora) are able to ignore the boot setting for the HDMI
version and set their own based on the hardware.
