What do the following comands output (run them as root)
lsscsi -g
and
sane-find-scanner
and
scanimage -L
SCSI scanner permissions are set via udev via
/etc/udev/rules.d/55-libsane.rules which reads:

# scanners that mark themselves as type "scanner" or
# SCSI-scanners from HP and other vendors that are entitled "processor"

A "Local Host Configuration" for the "saned" works
also for SCSI scanners.
