Apparently native notifications (i.e notifications provided by your DE, rather
than drawn by the app) for Telegram need to be turned on by compiling against
libappindicator3-1 and making sure that TDESKTOP_DISABLE_GTK_INTEGRATION is not
set in the packaging.
See how Arch fixed this here:
https://git.archlinux.org/svntogit/community.git/commit/trunk?h=packages/te…
I just migrated from an Arch-based distro, where the native notifications are
used and they're much nicer than the app-drawn notifications. I did not notice
any bugs after more than a year of use. openSUSE should consider enabling
Telegram's native notifications, too.
For more information, see
https://github.com/telegramdesktop/tdesktop/issues/3831

https://jira.suse.com/browse/SLE-12475 "Update golang-packaging to 15.0.12"
golang-packaging is updated to 15.0.12 in SLE-15-SP2:GA, but during
installation we can only get 15.0.11 from packagehub. The problem is that the
Backports project is not updated, so I'm asking to sync golang-packaging from
SLE project.

> Any where valgrind is not available.
On these platforms I would expect the package already to fail with having
BuildRequires: pkgconfig(valgrind)
in specfile, so I don't see how https://build.opensuse.org/request/show/817888
would fix the issue.

Apparently you have the NVIDIA 390.138 driver installed although you only have
an Intel GPU installed. Please uninstall it - check for any *G04* packages on
your system and uninstall them. In case you don't have such packages installed,
i.e you installed it manually, please run
nvidia-installer --uninstall
Then reboot and try again.

I cannot install and use bitmap fonts.
I downloaded the bitmap font spleen (.bdf) from github and installed it via
dolphin to use it in Krita.
But in Krita the font is not displayed and I can't find it in the system
settings (filtered by bdf). If I want to reinstall the font from System
Preferences, the system tells me that it is already installed.
I then installed baekmuk-bitmap-fonts from the repository. Here exactly the
same thing happened.
I tested it on 2 machines, both with openSUSE Tumbleweed and the latest
updates.
