It was a mistake that lilo became part of Leap 15. In my opinion, this option should be also offered during upgrade. Meanwhile, as workaround, you can use linuxrc [1] options to configure your network. Note that this fix requires an installer update, but openSUSE does not use the YaST self-update feature. So, in case the the option for configuring network is finally added, it would be available for the next Leap version.
