The former is for aarch64/armv7l and the latter is for x86. So, all the aarch64 packages whether are noarch or not will be in the openSUSE_Factory_ARM repo[1]. On the other hand, SLE_15_SP1 repo contains both architectures. When you add the SLE_15_SP1 repo[2], both qemu-ovmf-x86_64 and qemu-uefi-aarch64 are in the same place. I currently have no idea of how to copy qemu-uefi-aarch64 to the openSUSE_Factory repo. Those firmware packages from Virutalization/ovmf are noarch. To build those packages efficiently, I tend to use the native compiler, so the x86 package is built by the x86 instance while the aarch64 is built by the aarch64 instance. Ideally, they should be published in the same noarch dir but they are placed separately now. One possible solution is to use the cross compilers to compile ALL architectures in every instance. It'd be extremely slow in arm7hl/aarch64 instances to compile x86 ovmf because it'd need to launch a x86 VM several times to generate the variable store templates.
