It's actually about how the packages are published.
Those firmware packages from Virutalization/ovmf are noarch. To build those
packages efficiently, I tend to use the native compiler, so the x86 package is
built by the x86 instance while the aarch64 is built by the aarch64 instance.
Ideally, they should be published in the same noarch dir but they are placed
separately now.
One possible solution is to use the cross compilers to compile ALL
architectures in every instance. It'd be extremely slow in arm7hl/aarch64
instances to compile x86 ovmf because it'd need to launch a x86 VM several
times to generate the variable store templates.
I'm not sure if it's possible to tweak the build service to put them together
in the same repo without using cross-compilers.
