The main problem is that we can't just add it to common-session, as it will then be invoked by programs that MUST NOT use it. What's more: some programs need different invocations based upon their arguments: "sudo" should call it without "force", "sudo -i" should call it with "force"! The same applies to "runuser" and the "-l" flag. NB I've looked at fedora and ubuntu and both have the invocation in the programs' configuration files, too. So each package that needs it MUST individually include it with arguments specific to its use and we can't rely on pam-config to do The Right Thing, as it only writes the common-xxx files. Other than posting on research(a)suse.de I, too, have no idea how to get a complete list. I'm not sure if searching all packages for including an /etc/pam.d configuration file is feasible. And even then, one would have to search through that list to find all that need pam_keyinit.so.
