In Firefox this gives the AFAIK this is considered correct behavior. Ctrl-Alt was released when the VT switched, and from X perspective you haven't pressed them again yet. Though it is strange that this is machine dependent. Probably some race condition. I will attach an s2ram binary to test. Just use the standard options that you also use with your script solution, but add "-v" to it.
