keyboard layout is missing from the system tray. So this one should be restored too. currently you have to go to system settings to change the keyboard layout, use a shortcut (but without a visual confirmation about what layout is valid). This is quite a showstopper on a production machine if you work with a lot of different layouts (languages).
That's the KDE way, and it should work even without setting up a keyboard shortcut. Which particular "keyboard layout" icon are you missing? If it's ibus, I think that's been fixed already, but I'm not sure at the moment. Oh, and btw, what's a "Desktop 4-16.3"? @Hrvjoe: it seems that libappindicator* still isn't installed by default, neither in Tumbleweed nor in Leap.
