Which particular "keyboard layout" icon are you missing? If it's ibus, I think that's been fixed already, but I'm not sure at the moment. Oh, and btw, what's a "Desktop 4-16.3"? @Hrvjoe: it seems that libappindicator* still isn't installed by default, neither in Tumbleweed nor in Leap. I suppose that's something we should do.
