Dozens of these adaptors are being sold on eBay, and this is what the seller says: "It will work with laptops and desktops with VGA cards that has TV-Out function capability through the VGA connector." The adaptor e also very cheap, and does not seems to have any signal conversion circuitry. What I believe is that in some laptops it is possible to make the TV encoder send the video component signal through the VGA connector, and the adaptor deals only with the wiring.
