Okay, I must be missing something - apart from default network dhcp config with v4 and v6 enabled, what else do I need? Running wicked-dhcpv6 manually I see no ipv6 traffic when it's started.
I came across this paragraph in SLES12 documentation: "Starting with SUSE Linux Enterprise 12, DHCPv6 will correctly require that at least one of the routers on the network sends out RAs that indicate that this network is managed by DHCPv6. " I have radvd running on the router, works fine. For post 13.1, it seems I need to enable "AdvManagedFlag on" to indicate I will be using DHCPv6 instead of SLAAC.
