Mmmmm.. are you sure about that? I just tested it on Windows 8.1 using Chrome, and it's clearly using/requesting Quicktime as the browser plugin on that OS. Flash is installed on the Windows VM I tested on, and it definitely didn't try to use Flashplayer... at least not in the testing I did. Nor did it try to use Flashplayer when I tried it in openSUSE using Firefox (Flash is installed) and Chromium (Pepper is installed).
