IIRC, I have more than one system with this problem. I just found one running 11.2 & 3.5.10 release 32.
Me too. I recently installed kde on a 11.2 system, and kcontrol was empty (thread: Trying to setup kde3 in oS 11.2). I thought I had a package missing. However, I just did this:
Try running kbuildsycoca --noincremental. This rebuilds the cache of all the .desktop files on your system, including those that define the kcontrol tree.
Then I run "kcmshell --list", got a full list of things. Now my "kcontrol" is full of icons! And no, I have not updated anything, or at least, nothing from kde repos. - -- Cheers, Carlos E.
