Open the Panel Settings by clicking its button (Plasma logo/cashew on the end of the panel) or right clicking, Panel Options->Panel Settings. There is a 'Screen Edge' handle that you can grab to move the panel as before. (Did anyone else hate that you could accidentally drag the KDE 3 panel to the adjacent edge if you clicked a bit too long with the mouse moving?)
Also, when the panel settings are open like that, you can drag around the panel elements just by clicking and dragging them.
