Not true. You can have one wallpaper per activity and one activity per desktop. It's even less true that KDE4 would have less appeal to kids who want to have different pictures on their desktop since they now can use the image plasmoid to spam their desktop not only with one but many pictures and even slideshows. They can even paint on their desktop with the desktop effects, let it snow, have stars around their mouse cursor, have a small ball jumping all over the desktop, flowers growing if you water them and lots of other fun stuff. That's KDE, the freedom to turn your work environment into whatever you want, even a playground.
